Parliament Tries Scrutinising Legislation, Reports Surprisingly Positive Results

Parliament’s recent Members’ Day has demonstrated something remarkable. When bills go through select committees, they come out better, with refinements made and broader support built across parties. The process, known technically as scrutiny, has been part of the system all along.

The findings arrive in a Parliament that has spent recent sessions passing legislation under urgency, a procedure whose defining feature is skipping the part that just worked. Members’ bills, which nobody is in a hurry about, get the full treatment. Government bills, which will govern the country, frequently do not. The correlation between how much a bill matters and how little it is examined remains an open area of study.
